Help! A poem about the Native American policies in the 1870’s from the perspective of aliens?

I know it sounds silly, but it was actually a great poem, and I can’t find it anywhere! It was an ironic poem told from the perspective of aliens; they were reflecting on the inferiority of the human race and how they were justified in driving humans off their lands. There was a reference to Grant (I’m almost positive it was him- it was someone involved with the US Indian policies), but otherwise both the alien reference and the Native American reference were subtle… which is probably why I can’t find the poem :(

It was a really excellent poem, and I read it years ago in an older edition of Sound and Sense. I can’t find the list of poems in older editions online, and I have no idea how to find it.

Rider Haggard’s “She” it was written in the 1880s i believe but it is a novel not a poem.
