Facing a DUI But You Still Need to Drive?
A PA Occupational Limited License Can Give You the Ability To Continue Driving
If you have a non-commercial driver’s license that has been suspended or that will soon be suspended as a result of a DUI in PA, you may be eligible for a PA occupational limited license, or OLL. With a PA occupational limited license or OLL, you will be allowed to drive under limited circumstances, including:
- To/from work
- To perform duties necessary for your occupation or trade
- To/from medical treatment
- To/from school or purposes related to your education
Eligibility for a PA occupational limited license will depend on a variety of factors. PennDOT frequently denies applications for OLL’s on the basis that there was a refusal to submit to chemical testing or as a result of a prior DUI offense. An individual who has been convicted of a first PA DUI offense is not eligible for an OLL until the individual has served at least 60 days of the license suspension.
To get a PA occupational limited license, you will have to:
- Complete PennDOT Form DL-15, otherwise known as the Occupational Limited License Petition
- Send in the completed form along with the corresponding fee
- Wait to be approved by PennDOT for the license
- Take the OLL camera card you receive from PennDOT to the nearest Photo License Center so you can have your photo taken and receive your OLL

Professional Sports Respond to Traumatic Brain Injury Risk
Olympic silver medalist Todd Hays has been forced to retire as an American bobsled driver after sustaining a serious traumatic brain injury. Hays has been diagnosed with a intraparenchymal hematoma where the brain bleeds after suffering trauma.
This potentially life-threatening injury can result in a stroke if excess bleeding increases pressure on the brain. Although Hays is expected to make a full recovery, his retirement is a necessity to prevent additional brain damage.
Hays’s accident occurred a week after the National Football Association announced an updated policy on concussion management. Under the new guidelines, if a player shows signs of a concussion, the player will be removed from practice or the game. Previous policy allowed players to return as soon as the symptoms dissipated, even during the same game that the injury occurred.
In October 2009, the United States Congress conducted a hearing on how the NFL handled concussion treatment, which may have prompted the head injury guideline update.
Traumatic brain injuries (TBI), including concussions, are serious injuries that currently do not have a cure. Although concussions are one of many types of TBIs, frequent head injuries can make individuals more concussion prone, which may impact his or her health as they grow older. According to the Center for Disease Control, other brain disorders, such as Parkinson’s disease and Alzheimer’s Disease, are more likely to develop in a TBI patient. Although men are more likely than women to sustain a TBI, brain injuries can occur in both men and women.
Congress Receives Call to Action These high-profile head injuries have brought attention to sports-related concussions and other traumatic brain injuries; however younger generations should be concerned about TBIs as well. Sixteen-year-old Niki Popyer has teamed up with two former NFL players to ask Congress to draft legislation developing guidelines to control and manage concussions in school sports. The Concussion Treatment and Care Tools Act, or ConTACT Act, would establish a grant program so states have the financial means to prevent, diagnose and treat sports-related concussions in schools.
Popyer, who has sustained 11 concussions, can no longer play basketball due to her head injuries. But she’s not alone. Recent statistics show that a traumatic brain injury occurs once every 23 seconds in the United States. Younger age groups between the ages of zero and four and teenagers aged 15 through 19 years old are most at risk to sustain a traumatic brain injury. Brain injuries occur in close to 20 percent of high school athletes each season.
Although a variety of causes can contribute to a traumatic brain injury – including falls, auto accidents, being struck by or against an object and assault – sports-related injuries are a major cause for concern because they impact younger people whose brains are still in the development stages. Individuals emotional and cognitive development can be affected.
Recent Medical Breakthrough May Help Brain-Injured Patients While Congress debates the benefits of traumatic brain injury prevention, recent scientific development may help with traumatic brain injury treatment. A study published in the Proceedings of the National Academy of Sciences found that diets rich in amino acids helped restore cognitive abilities in brain-injured mice.
Prior to clinical learning and memory trials, TBI-afflicted mice were given an amino acid mixture in drinking water. Those that received the amino acid-rich water responded better than brain-injured mice that did not receive the amino acid mix. The specific amino acids used are the forerunners of important neurotransmitters glutamate and gamma-aminobutyric acid, or GABA, which facilitate vital brain activity.
If proven to be successful in human patients, amino acid traumatic brain injury treatment could financially benefit the more than 5 million Americans who are permanently disabled from the affects of a traumatic brain injury. TBI aftereffects include problems in thinking, sensation, language and emotions, not to mention early retirement from sports. Clinical trials are expected to start in the next year.
The CDC estimated that in 2000, medical expenses for traumatic brain injuries accrued more than $60 billion. Many of these TBI patients consider contacting a brain injury lawyer and developing an often lengthy potential brain injury lawsuit to receive monetary compensation for the costly treatment.

Church contributions usually fall within 4 categories: Cash, Noncash, Gifts, and Donated labor and Services.
One of the most challenging tasks for a church financial administrator is understanding which category a church contribution falls in and whether to issue a church contribution receipt or not. The 4 categories are:
Cash : Can be a cash, check, or credit card contribution that comes in the offering or mail, it is a regular cash donation and will require a church contribution receipt.
NonCash : A written receipt should be issued for all noncash contributions. Usually, your Church is not responsible for establishing the value of the non-cash items and should not include any value on the receipt. However, a new tax law adopted in 2004 requires extra documentation from your organization for donations of qualified vehicles (including automobiles, boats, and airplanes). The rules are pretty detailed. If you need the exact instructions, you can research it on the IRS site.
Gifts : Usually, gifts by church members to pastors, specific needy individuals, and specific church employees are not charitable contributions and should not be included on the contributor’s annual contribution statement.
An example would be if a generous church member gives a needy individual in your church a couple of bags of groceries, the church could not issue him a receipt for his nondeductible gift.
On the other hand, if a love offering is taken up for the needy individual (who does not provide services to the church), the contributors would be able to deduct their donations. Also, the benevolence assistance is not considered taxable income to the needy individual.
Another example of this is when the church takes up a love offering for the pastor. If the love offering is given directly to the pastor and is not processed through the church’s contribution records, then the contributors are not going to be able to deduct their donation. The love offering is a non-taxable personal gift to the pastor by the church members.
One important factor to remember is: in both examples the love offering was initiated by the church not the contributor.
Donated Labor and Services: The IRS does not permit a tax deduction for donated labor or services. However, a contribution receipt may be issued for donated materials and other out-of-pocket expenses.
Say…a repairman voluntarily came and fixed your church’s air conditioner. He usually charges $75 per hour for his labor and he spent $50 for parts.
You can issue him a contribution receipt for the parts; however, his labor is a generous non-deductible gift to the church. Also, he can deduct his mileage to the church and back if he itemizes on his personal taxes.
Un-reimbursed expenses that volunteers incur while performing their volunteer services can generally be deducted from their personal tax return.
Examples of deductible items include mileage (at the current federal standard mileage rate), travel and lodging, and meals incurred during travel which required an overnight stay.
Important note : If their volunteer’s expenses exceed $250, they should receive a letter from your Church indicating the type of services they provided.
The letter should not include the value of the volunteer’s expenses. The burden is upon the volunteer to prove their expenses.
In the United States, the IRS requires several items to be included on your Church contribution receipt.
Starting August 18, 2006, a contributor may only deduct a donation by cash or check if the contributor has a receipt or bank record of the contribution.
Before that date, you could use your canceled check as documentation. However, in recent years the IRS has begun to crack down on deductible contributions.
Now all eligible church contributions must have proof of the deductions. As stated above that proof may be either a bank record or receipt.
The receipt must include:
The Church’s or Nonprofit’s name,
The date of the donation,
The amount.
An annual contribution statement will satisfy this requirement for churches.
It should include the following wording: “You did not receive any goods or services in connection with these contributions other than intangible religious benefits”. The wording does not have to be word for word as the example, but must convey the same concept.
In summary, keeping accurate records of church contributions is imperative as they are the life blood of your Church.
Whether you use contribution software, spreadsheets, or paper…understanding when to issue receipts and when not to, is knowledge every finance person in your church should have.

Is There Free Help Filling Out Applications For Loans And Grants?
Applying for government loans can be can be a bit more complicated than a few pages of fill in the blanks, but free help is available to help you with this process, especially if it is for business or real estate. Contact one of the 1,000 Small Business Development Centers around the country that will help you fill out applications for free or next to nothing.
There are also many non-profit organizations around the country that provide free and low-cost help in filling out grant and loan applications. No one source knows the location of all these groups, but a good place to start looking is the Microentretprise Fund For Innovation, Effectiveness, Learning and Dissemination that is part of the Aspen Institute in Washington DC: fieldus.org/Publications/Directory.asp. You can also contact your local public library to help you locate a similar local source.
Will The Office Giving Out The Money Give Me Help Filling Out The Application?
Yes, they will help. That is part of their job. How much actual help they will provide will varies from office to office. If they are not helpful enough, contact an office of their superior or the office of your elected official for that level of government. For example, if you are having a bad experience in dealing with a federal government office, contact your congressman or senator located in Washington, DC. If it is a state office you are dealing with find your representative at the state level. Your local libraries can help you identify these people.
Can I See Copies Of Successful Applications?
Yes, of course. Remember anything the government does, it does in your name (as long as we remain a democracy). So when the government gives out money it is really giving out your money and you have a right to see how they are giving it out. This includes seeing copies of past applications. In order to protect the privacy of individuals, the government may delete some of the applicants personal information before they show you a copy. But that’s OK. All that you really need will still likely be there. If a government office is not very cooperative in providing you with an application, you can request to be transferred to an office called The Freedom of Information Act Office. Every agency has such an office that will enforce your rights.
Should I Become A non-Profit?
Probably not, but like the answer to most any question, the real answer is, it depends. Non-profits are generally involved in one of the following activities: charitable, religious, educational, scientific, literary, testing for public safety, fostering national or international amateur sports competition, and the prevention of cruelty to children or animals.
If you are going to be involved in one of these activities then you MIGHT want to consider becoming a non-profit. But, start looking for money first, before you invest in becoming a non-profit. You might be able to get the money you need without being a non-profit. So why waste the time and money before you know for sure? Wait till you find someplace that looks like a good place to get your money and find out if their requirements include you becoming a non-profit. That is the time to become one.
Do I Have To Pay Back A Grant?
NO. NO. NO. Grants, direct payments, and other free money available from government offices and non-profit organizations do not have to be paid back, EVER.
Can I Apply For More Than One Grant?
You certainly can apply to more than one of anything. The worst that can happen is that you apply to 12 places and 12 places give you money, and some of them say you have to give the money back if you get it from another source. This is a nice problem.
Can I Apply To The Same Place Twice?
